Preface

In addition to the first, 2, and 3 chapters of this standard, all the other provisions are mandatory.

This standard takes the place of GB15577-1995< safety regulations for explosion-proof dust.

The main changes of this standard compared with GB15577-1995 are as follows:

The order of the standard structure was adjusted (the tenth chapter of the 1995 edition; the fifth chapter of this edition);

- the provision of electrical equipment and power design (6.3.3 and 6.3.4 of this edition);

- increasing the content of ventilation and dust removal (see 6.6 Edition);

- increasing the content of explosion suppression (6.3 of the 1995 edition; 7.3 of this edition).

This standard is put forward by the State Administration of safety and production supervision and administration.

Safety regulations for dust explosion

1 range

This standard stipulates the safety requirements for explosion-proof in dangerous places where dust explosions are exploded.

This standard is applicable to engineering design, production management and storage and transportation of powder products for dust explosion dangerous places

This standard does not apply to mines, fireworks and explosives and dust places.

3 terms and definitions

The following terms and definitions are applicable to this standard.

Three point one

Combustible dust combustible dust

A dust that can react violently to a gaseous oxide (mainly air) under certain conditions.

Dust explosion dangerous place area subject to dust explosion hazards

A place where combustible dust and gaseous oxidizer (mainly air) exist.

Inerting inerting

Sufficient inert material is filled to the place where the dust explosion is dangerous, so that the dust mixture will lose the explosive technology.

Three point four

Detonating explosion suppression

When the explosion occurred, the flame was extinguished by physical chemistry, so that the unexploded dust was no longer involved in the explosion control technology.

Detonating (flameproof) explosion arrestment

In the channel containing combustible dust, the explosion control technology is set up to prevent the flame from passing through and blocking wave and wave elimination, and the explosion is blocked in a certain range.

4 general rule

4.1 the construction, reconstruction and expansion of enterprises with dangerous dust explosion shall be in accordance with the provisions of this standard. The existing enterprises which are not in conformity with the provisions of this standard shall formulate plans for safety technical measures.

4.2 enterprises should clear the hazardous sites for dust explosion or not, and take effective measures to prevent and control the dust explosion.

4.3, according to the standards and the characteristics of the dust explosion hazardous sites, the enterprise shall formulate the detailed rules for the dust explosion prevention and the safety check list of the enterprise, and carry out the dust explosion proof inspection according to the safety check list carefully. The enterprise checks at least once every quarter, and the workshop (or section) is checked at least once a month.

4.4 enterprises should conscientiously do a good job of production safety education and dust-proof, dust-proof universal knowledge and safety regulations, so that employees understand the enterprise dust explosion hazard and explosion-proof measures the degree of risk; dangerous staff positions should be dedicated security technology and business training, and pass the examination, Party posts.

4.5 all kinds of non productive open fires should be eliminated in the dangerous place of dust explosion

4.6 equipment and facilities, such as safety, ventilation and dust removal, dust explosion prevention and dust explosion control, should not be replaced or stopped without the approval of the security authorities.

Structure and layout of 5 construction (structure) structures

5.1, the installation of building equipment with dust explosion risk and the existence of flammable dust should be separated from other buildings. The spacing between them should comply with the relevant provisions of GBJ16.

5.2 the building should be a single storey building with a light structure on the roof.

The structure of 5.3 multi-storey buildings is required as follows:

Frame structure should be adopted in 5.3.1 multi-storey buildings.

5.3.2 a building that can not use a frame structure should be set up on the wall to meet the requirements of the vent.

5.3.3 if a window or other opening is used as a vent, it should be checked and ensured that it can be effectively discharged during the explosion.

5.4, explosive equipment and facilities should be set up outside the building. For example, there is a dangerous equipment for dust explosion in the workshop. It should be located in the higher position of the building and near the outer wall.

5.5 beams, stents, walls and equipment should have a surface structure for easy cleaning.

5.6 the evacuation passageway is required as follows:

The 5.6.1 workspace should have an evacuation route. The number and position of the evacuation passage should be in accordance with the relevant regulations of the GBJ16.

The 5.6.2 evacuation route should be marked with marked road signs and emergency lighting.

5.7 process equipment with explosive danger should be set in open space outside the building.

6 prevent dust clouds and dust layer on fire

6.1 prevention of powder spontaneous combustion

6.1.1 can be self burning hot powder, before storage should be managed to cool to the normal storage temperature;

When 6.1.2 stores large amounts of bulk powder that can spontaneously burn under normal storage conditions, we should continuously monitor the powder temperature. When we find that the temperature is rising or the gas is coming out, we should take measures to cool the powder.

The 6.1.3 unloading system should have measures to prevent the aggregation of powder.

6.2 prevent ignition and hot surface igniting

6.2.1 should abide by the following regulations when conducting open fire in a dangerous place of dust explosion:

Is responsible for the safety of people and obtain approval permit;

Before the start of the open fire operation, the combustible dust in the open fire workplace should be cleared and adequate fire extinguishing equipment should be equipped.

The section of the open fire operation should be separated or separated from other sections.

During the cooling period of the open fire operation and the completion of the operation, there should be no dust into the open fire operation place.

6.2.2 equipment or devices directly contact with dust (such as light source, heating source, etc.), the surface allowable temperature should be lower than the minimum ignition temperature of the corresponding dust.

6.2.3 where there is a combustible dust, the transmission mechanism of its equipment and equipment shall be in accordance with the following provisions:

The bearing of the process equipment shall be dustproof; if it is possible to overheat, a detector that can continuously monitor the temperature of the bearing should be installed.

It is not suitable to use belt drive. If belt drive is used, speed difference sensors and automatic skid protection devices shall be installed. When sliding friction occurs, the protection device shall ensure automatic shutdown.

6.3 prevent arc and electric spark

6.3.1 dust explosion dangerous places, according to the relevant provisions of GB50057 should take corresponding measures for lightning protection;

6.3.2 when there is an electrostatic hazard, the following regulations should be observed:

6.3.2.1, all metal devices, device housings, metal pipes, supports, components, components and so on should be directly grounded by antistatic. Inconvenient or technology is not allowed to directly connect to the ground, which can be indirectly grounded by conducting electrostatic materials or products.

6.3.2.2 is directly used to install electric powder equipment, pipeline (belt), etc., which should be made of metal or antistatic material.

6.3.2.3 all metal pipe connections (such as flanges) should be cross connected.

6.3.2.4 operators should take anti static measures.

6.3.2.5 should not use direct ground metal conductor or screen with high speed flowing powder to eliminate static electricity.

6.3.3 electrical equipment for the hazardous site of dust explosion should be in accordance with the relevant provisions of GB12476.1.

The power design of 6.3.4 dust explosion dangerous place should be carried out according to the relevant regulations of GB50058.

6.4 prevention of friction and collision sparks

6.4.1 粉尘云能够被碰撞产生的火花引燃时,应采取措施防止碰撞发生,同时,检修时应使用防爆工具;

6.4.4 has no protective measures equivalent to the open fire operation. Rotary grinding wheels and rotary cutting plates should not be used for grinding and cutting.

6.5 inerting

In the process equipment of producing or treating flammable powder, the technology of inerting should be adopted when the measures are not guaranteed after taking the above measures.

6.6 ventilation and dust removal

6.6.1 should set a relatively independent dedusting system according to the process.

6.6.2 all dust producing points should be fitted with a vacuum hood.

There should be no dust settlement in the 6.6.3 wind pipe.

The installation, use and maintenance of the 6.6.4 dust collector should be in accordance with the relevant provisions of the GB/T17919.

7 reduce the damage caused by the initial explosion

7.1 segmentation and isolation

The connection of 7.1.1 process equipment should ensure that the equipment can be easily separated and moved without open fire operation.

7.1.2 should be technically feasible to design process equipment

7.3 explosion suppression

7.3.1 should be protected by detonating device.

7.3.2 if using the monitoring type explosion suppression device, it should comply with the provisions of the GB/T18154.

7.4 constraint explosion pressure

Production and processing can lead to powder explosion, if no explosion suppression device, no pressure relief measures are all the process equipment should be sufficient to withstand the overpressure and internal explosion}, connection between the process equipment (such as pipes, flanges, etc.) should also have the same strength with the device itself; the connecting part between the equipment and the low strength of high strength, anti explosion device should be installed.

7.5 spillway

When the strength of the 7.5.1 process equipment is not enough to withstand the overpressure caused by the internal dust explosion in its actual working conditions, the outlet should be set up. The size of the burst outlet should be in accordance with GB/T15605.

7.5.2 has an inline pipe process equipment, and usually recommended design indicators should be able to withstand the internal overpressure of at least 0.1MPa.

8 the prevention of the two explosions

8.1, joint process equipment inspection door, baffle, vent shall be closed tight lid.

8.2 cleaning requirements for special locations

8.2.1 can not completely prevent the special location of dust leakage (such as powder material entering into and out of the process equipment), and effective dust removal measures should be taken.

8.2.2 effective dust prevention measures should be taken in the handmade powder place.

Where 8.2.3 is packed, dust should be cleaned regularly.

8.3 cleanliness

8.3.1 all the production and storage rooms that may accumulate dust should be cleaned in time.

8.3.2 should not be purged with compressed air.

8.4 fire extinguishing

8.4.1 should choose the fire extinguishing agent correctly according to the physical and chemical properties of the dust.

When 8.4.2 is extinguishing, dust clouds should be avoided and dust clouds are raised.

8.4.3 can produce explosive gas if the combustible material is in contact with water. It does not use water to extinguish fire.

9 individual protection and rescue

9.1 individual protection

9.1.1 production personnel should use labor protection articles in accordance with the relevant regulations of GB11651.

9.1.2 the use of inert gas in the process flow or the place where toxic gases can be released, should be equipped with a respiratory protection device that can ensure the safety of the workers.

9.1.3 in the workplace, the production personnel should not be dressed in chemical fiber clothes and pants.

9.2 rescue

9.2.1 enterprises should prepare an emergency rescue plan containing dust explosion and report to the relevant departments for record.

9.2.2 should organize all staff to carry out fire fighting and emergency rescue plan rehearsal.
